Regional Capacity Building Workshop for Presiding Members and Sub-Committee Chairpersons on Evidence-Based Policy Making and Resource Mobilization Techniques
The Chamber for Local Governance (ChaLoG) successfully organized a Regional Capacity Building Workshop aimed at strengthening the leadership, analytical, and decision-making capacities of Presiding Members and Sub-Committee Chairpersons across the region. The workshop focused on the critical themes of Evidence-Based Policy Making and Resource Mobilization Techniques, both of which are essential for deepening good governance and enhancing the performance of Metropolitan, Municipal, and District Assemblies (MMDAs) in Ghana.
This initiative formed part of ChaLoG’s ongoing commitment to empowering local government leaders with practical tools and knowledge to improve policy formulation, resource planning, and implementation at the sub-national level.
The workshop provided participants with the opportunity to:
-
Understand the principles and processes of evidence-based policy making, emphasizing the use of data, research, and community feedback to design effective local policies.
-
Explore innovative resource mobilization strategies, including public-private partnerships, local revenue enhancement, and community-driven development models.
-
Build capacity in monitoring and evaluation techniques, enabling Assembly leadership to assess policy outcomes and ensure accountability in governance.
-
Exchange experiences and best practices among peers from different districts and municipalities to promote collaborative learning.
-
Through interactive sessions, expert presentations, and group discussions, participants were guided to link policy decisions with reliable data and fiscal realities, ensuring that developmental plans are both feasible and impactful. The training also highlighted the importance of transparency, inclusiveness, and sustainability in local governance processes.
In her remarks, the facilitator from ChaLoG emphasized that sound local policies must be grounded in evidence and supported by diversified funding sources to achieve long-term development goals. Participants expressed appreciation to ChaLoG for its leadership in continuously building the capacity of local government officials and reaffirmed their commitment to applying the knowledge gained in their respective Assemblies.
The event concluded with a call to action for all participants to serve as change agents within their Assemblies, promoting data-informed decisions and proactive approaches to mobilizing local and external resources for sustainable community development.

District Dialogue: Promoting Community Engagement in Local Governance
The District Dialogue is a community-centered initiative organized by the Chamber for Local Governance (ChaLoG) in partnership with the National Association of Local Authorities of Ghana (NALAG) and the Local Government Service (LGS). The dialogue serves as a grassroots engagement platform designed to deepen citizens’ understanding of the local governance system and promote active participation in decision-making processes at the district level.
Through open conversations between citizens, Assembly Members, Presiding Members, and local government officials, the District Dialogue provides an avenue for communities to express their concerns, share developmental priorities, and collaborate with local authorities toward finding sustainable solutions.
The initiative seeks to:
-
Bridge the gap between local authorities and the people they serve.
-
Foster transparency and accountability in local governance operations.
-
Encourage citizen participation in policy formulation, budgeting, and implementation of local development plans.
-
Promote inclusive governance, ensuring that marginalized groups and youth voices are also heard in district-level decision-making.
By bringing governance closer to the people, the District Dialogue reinforces ChaLoG’s mission of empowering local governments for sustainable development and complements national efforts to strengthen decentralization and community ownership of development initiatives across Ghana.
